HSES Specialist

This position is responsible for planning, establishing, implementing, and maintaining a variety of health, safety and environmental programs to assure the highest possible degree of safety for employees, the community and the environment.
The successful candidate will be a self-starting leader who enjoys the challenges of daily involvement with the operations team.

This is a true HSES position.
Accountabilities Include:

    Internal, external, certification, process safety, insurance
  • RC14001 standard proficient
  • Assist in support of CPI Houston facility as needed (primary base of operations will be the Midland plant).

Responsiblities:

  • Be the primary contact for site manufacturing employees and supervisors for day-to-day HSES related support and clarification on policy.
  • Ensure that federal, state and local laws, regulations, rules and codes are observed.
  • Manage recordkeeping and reporting requirements.
  • Work with Lubrizol corporate HSES group to drive and/or implement corporate standards and initiatives.
    Working towards continuous improvement of the CPI Safety System.

  • Plan, develop and implement safety training for new employee orientation and annual required programs.
    Coordinate trainings for new and existing employees.
  • Identify and evaluate hazardous conditions and practices in the workplace, conduct and coordinate on-site inspections to audit physical conditions and safe work practices.
    Provide advice and counseling for all compliance regulations.
  • Help develop controls for identified hazards, coordinate the implementation of controls from result of hazard analysis.
    Measure and evaluate the effectiveness of the hazard control system, policies, and procedures and recommend changes that reflect improved opportunities to eliminate work place accidents and injuries.
  • Conduct/coordinate illness exposure monitoring.
  • Lead / assist in incident investigations and documentation.
  • Adopt and promote Leader Standard methodology.
    Provide ultimate accountability.
  • Compile, analyze, interpret, and report accidents.
    Review property and injury reports.
  • Initiate and manage large scale capital safety projects.
  • Implement and maintain site-specific safety and health policies in conjunction with business segment and corporate standards and policies.
  • Coordinate and oversee compliance with applicable environmental regulations including CAA, RCRA, CWA, EPCRA, SPCC, and SWP3 to ensure permitted operation.
  • Facilitate Permit / Plant required data collection, testing, inspections and associated reporting as assigned in the permits / plans.
    Teir II, Storm Water, Air permitting, OSHA, FCC, RCDMS, DEQ, Title 5, TSCA
  • Facilitate plant required training.
    DOT, IATA, RCRA, IMDG, CTPAT
  • Assist facilities with waste handling procedures, waste manifests and profiles, and the submittal of annual waste summary reports.
  • Conduct HSES audits at facilities to ensure compliance with regulatory and company policies and procedures in addition to tracking corrective actions from audits and incidents.
  • Monitor and track due dates for permits, reports, and audits.
    This will be done in conjunction with usage of the tracking system.
  • Facility owner accountable for the maintenance of the RC14001 program as needed.
  • Coordinate, manage, promote JSA, PHA, PSSR process safety measures
  • Assist and support the management of the CPI - IMS (Integrated Management System) RC/ISO HSES
  • Assist and support the management of the CPI ICP (Integrated Contingency Plan)
  • Other duties as assigned.

Skills, Experience, and
Qualifications:

    degree in EHS or physical science with at least 2-5 years related experience in health, safety and environmental management and compliance or equivalent experience.
  • Possess strong computer skills
  • Auditing experience a plus
  • Familiarity with ISO14001 certification programs
  • Experience with engineering principles and equipment safety evaluations
  • Excellent people and process management skills
  • Excellent communication skills up and down organizational structure

Considered a plus:

  • Chemical industry experience
  • SAP Knowledge
  • Other Safety/Industrial certifications
  • Leader Standard experience
